The first phase of new refining capacity in the Middle East has already come onstream, with more than 1.1 MMbpcd of incremental capacity in Saudi Arabia (at SATORP and YASREF refineries) and the UAE (at Takreer’s Ruwais refinery) since 2014. The 372-Mbpcd SATORP refinery came onstream in 3Q 2013 and reached full operations a year later, while the 372-Mbpcd YASREF refinery was commissioned in late 2014 and has since ramped up crude runs and utilization rates. The 388-Mbpcd Ruwais refinery is the latest grassroots mega-complex refinery project in the Middle East. It came onstream earlier this year and has gradually ramped up production, with full operation targeted for later in the year. All
