Russia's Ryazan oil refinery partially resumes operations

Russia's Ryazan oil refinery partially resumed oil processing and loading of motor fuels to railway tanks on February 11 after staying idle for 18 days, two industry sources said on Thursday.

The refinery, owned by Rosneft, suspended operations after an attack by Ukrainian drones on January 24. Storage tanks at the refinery had been set ablaze and damaged equipment included a railway loading rack and a hydrotreater unit.

The plant continued to ship fuel oil into railway tank-cars after January 24, since it retained the technical capability to load dark oil products after the attack, one of the sources said.

The refinery will operate at half capacity in the near future, until the clean products loading rack is fully restored, industry sources said.

Rosneft did not respond to a request for comment.

Ryazan refinery processed 13.1 MM tonnes (t) (262,000 bpd), or almost 5% of Russia's total refining throughput in 2024.

It produced 2.2 MMt of gasoline, 3.4 MMt of diesel, 4.3 MMt of fuel oil and 1 MMt of jet fuel, according to a source-based data.
